Anagen is the primary target because the follicle is simultaneously pigmented, actively growing, and structurally connected to the tissues that regenerate the hair. Laser energy is absorbed by melanin in the hair shaft and matrix, converted into heat, and transferred to the follicle’s growth structures. During Catagen and Telogen, pigment production stops and the follicle undergoes structural regression or rest, leaving less melanin and weaker anatomical access to the regenerative structures.

Laser hair removal is most effective when follicles are in Anagen because this phase provides both the strongest chromophore target and the best connection to the follicle’s growth center. Catagen and Telogen follicles are less responsive, which is why a series of treatments is required as different follicles re-enter Anagen.

Laser hair removal relies on selective photothermolysis. The wavelength is selected so that melanin absorbs light energy more strongly than the surrounding skin, converting that energy into localized heat.

During Anagen, active melanocytes produce melanin within the hair matrix and shaft. This creates a concentrated chromophore target capable of absorbing and conducting sufficient heat into the follicle.

The Hair Matrix Is Actively Producing Hair

The Anagen matrix contains rapidly dividing keratinocytes, which form the developing hair shaft. Active cell division makes this region biologically important and more vulnerable to thermal injury.

When laser treatment raises the temperature around the matrix and bulb, it can damage the cells responsible for continued hair production. The objective is long-term reduction of regenerative capacity, not merely temporary removal of the visible shaft.

The Follicle Remains Connected to the Dermal Papilla

In Anagen, the hair bulb is fully developed and remains anchored to the vascularized dermal papilla. This connection places the pigmented hair matrix in close anatomical relationship with the follicle’s supporting and regenerative structures.

That arrangement allows heat absorbed by melanin to reach a broader portion of the growth apparatus. The follicle is therefore both a better thermal target and a more complete biological target.

Anagen Provides the Best Combination of Target and Timing

The ideal target is not simply a dark hair on the skin surface. It is a pigmented, actively growing follicle with an intact bulb and matrix.

Anagen supplies all three conditions. This explains why a treatment can appear to have little effect on some hairs even when the device is functioning correctly: those follicles may not have been in the appropriate biological phase.

What Changes During Catagen

The Follicle Begins to Regress

Catagen is the transitional or regression phase. Cell division in the matrix stops, melanocytes cease active pigment production, and the follicle shortens substantially as it withdraws from the dermal papilla.

The primary laser target is therefore becoming less developed and less biologically active. The follicle may be present, but it no longer has the same structure that made Anagen treatment effective.

The Hair Shaft Loses Its Deep Connection

During Catagen, the hair shaft detaches from the dermal papilla as the follicle regresses. This separation reduces the direct anatomical pathway between absorbed laser heat and the deeper growth-supporting structures.

Telogen is the resting phase. The follicle is no longer actively producing a growing hair shaft, and the matrix is not undergoing the rapid proliferation seen in Anagen.

The absence of active growth makes thermal treatment less useful because the structures that need to be damaged are relatively inactive or regressed.

Pigment and Internal Structures Are Reduced

Telogen follicles lack the active pigment-producing melanocytes and inner root sheath structures associated with a fully developed Anagen follicle. Consequently, they provide a much weaker melanin target for the laser.

With less pigment, the device has less material in which to deposit heat. The treatment may therefore produce insufficient thermal damage to affect the follicle’s future growth.

The Hair May Shed or Be Poorly Connected

A Telogen hair is no longer firmly connected to the dermal papilla in the way an Anagen hair is. It may eventually shed while the follicle remains capable of re-entering a new growth cycle.

Treating the visible hair without reaching the regenerative structures does not reliably create lasting reduction. The follicle must be targeted when it returns to an active, pigmented state.

Hair follicles across the body do not enter Anagen at the same time. At any given treatment, only a proportion of follicles will present the combination of pigment, active growth, and intact structural connection needed for strong treatment response.

The untreated or poorly responsive follicles remain available for later sessions. Those follicles must be treated when they subsequently enter Anagen.
